The measure “Hours Below Target Speed” is currently computed by a standard of 35 mph speed. Ideally, each functional class would have its own standard. A standard for each functional class would provide customers with more realistic data/reports. This was pointed out during a call with Ozarks MPO with Kira and Justin on April 11, 2022.

Example:

Road Functional class 1 is probably a highway. The target speed is greater than 35mph.
